On October 3, 2012 All-Ukrainian Association of Professional Football Players became a full member of FIFPro. This news enthusiastically embraced by all football structures in Ukraine. Football Federation of Ukraine, Premier League, and Professional Football League officially congratulated Association and its President Igor Gataullin.
In 2010 the Association was granted the status of candidate member of FIFPro. Since then All-Ukrainian Association of Professional Football Players began to develop dynamically. In 2011, members of the Association were 213 players. In 2012, its membership had risen to 507 persons. Today, the national men's and women's football teams of Ukraine are the members of the Association. They fully support the Association and bear its main ideas in their clubs, as well as in the international area.
In Ukraine non-payment of salaries, training alone and match fixing are the biggest problems, according to the information of the FIFPro Black Book Eastern Europe.
As a candidate member of FIFPro, the Association worked hard to protect the rights and interests of the players. The organization managed to achieve support and mutual understanding of all football structures of Ukraine.
In 2011 Football Federation of Ukraine, Union of Professional football clubs “Premier League”, Union of Football clubs “Professional Football League of Ukraine”, All-Ukrainian Trade Union “Football of Ukraine” and All-Ukrainian Association of professional football players concluded Branch Agreement for the 2011-2015.
During the validity term of the Agreement the abovementioned organizations shall direct coordinated forces for provision of economic growth, acceleration of development of Ukrainian football and execution of top-priority tasks in social, economic and labour spheres, namely provision of rights and guaranties of football players and other employees of professional football.
The Agreement is the basis for elaboration and conclusion of collective agreements.
The All-Ukrainian Association of professional football players and All-Ukrainian Trade Union “Football of Ukraine” initiated changes to the Regulations of the All-Ukrainian football competitions. Regarding to these changes the clubs are to conclude the collective agreements in order to participate in competitions in Ukraine.
In order to tackle match fixing and corruption problems Association together with the Professional Football Leagues of Ukraine prepares anti-corruption draft law in football (sports).
Regarding to the requirements of FIFA Circulars 1010, 1129 and recommendations of FIFPro, All-Ukrainian Association of Professional Football Players and All-Ukrainian Trade Union “Football of Ukraine” initiated the foundation of the Dispute Resolution Chamber of Football Federation of Ukraine and concluded the Memorandum with Football Federation of Ukraine, Premier League, and Professional Football League of Ukraine.
The Association appreciates the assistance of FIFPro.
As a consequence on September 3, 2012 the Executive Committee of FFU made a decision to establish the Dispute Resolution Chamber of Federation. The DRC consists of 12 representatives: Head of DRC, Deputy Head, 5 Players’ Association representatives and 5 professional club representatives.
The Executive Secretary of All-Ukrainian Association of Professional Football Players Valentyn Skvortsov was elected to the position of Head of DRC.
5 Players’ Association representatives are:
1. Yuriy Yurchenko - Head of Legal Department of APFU;
2. Viktor Kryzhanivskiy - Deputy Head of Legal Department of APFU;
3. Oleksandr Ilchuk - Administration Manager of APFU;
4. Anton Sotyr - Assistant of the President of APFU;
5. Volodymyr Troshkyn - former professional football player of FC Dynamo Kyiv and Soviet Union national football team, honoured master of sport of the USSR.
The Executive Committee of FFU also approved the Regulations of the Dispute Resolution Chamber that was jointly prepared by the All-Ukrainian Trade Union “Football of Ukraine” and All-Ukrainian Association of Professional Football Players, Football Federation of Ukraine, Premier League, and Professional Football League of Ukraine.
On September 7, 2012 the Memorandum of Understanding and Cooperation between the Football Federation of Ukraine and All-Ukrainian Association of Professional Football Players was signed. Its provisions are similar to those in Memorandum of Understanding between the UEFA and the FIFPro Division Europe, signed on 22 March this year in Istanbul (Turkey).
In the Annex to the Memorandum, there was the approval of the minimum requirements of the standard player contract.
The players have their organization that unites and consolidates them and provides legal and social assistance to them.
The granting of the full membership status of FIFPro gives the Association a possibility to protect players’ rights more actively and successively.
